Why is the Lane Cove LEP 1987 being revised?
The NSW Department of Planning announced in 2006 that all councils must revise their LEPs within 2-5 years. Lane Cove Council is required to revise its twenty year old LEP by 2009. In undertaking the review Council is required to comply with the State’s targets for development.
In summary the changes relate to format and targets as follows:-

Purpose: To match the consistent NSW-wide Standard LEP |
- Housing: 3,900 new flats and townhouses, near shops and transport
- Employment: 6,500 new jobs, mostly in St Leonards and Lane Cove West Business Park
- Land uses added to meet changing society
Purpose: To match the NSW Government’s Inner North Subregional Strategy

Executive Summary
This Report presents to Council Draft Comprehensive Local Environmental Plan (DLEP 2008). This document proposes amendments to DLEP 2007, made following the exhibition of the plan earlier this year, and is attached at AT 1. The amended maps are circulated in hard copy and are available on the web site.
DLEP 2008 responds to the many submissions made by the community and government authorities, and reports prepared for Council by consultants on specialised issues. DLEP 2008 is also a technical update to conform with the third version of the NSW Standard LEP (Template) and the NSW Infrastructure SEPP, both of which commenced on 1 January 2008 while the DLEP was on exhibition.
In view of these substantive amendments, it is recommended that Council resolve to exhibit Draft LEP for a second time, for a period of one month, in accordance with sections 66-68 of the Environmental Planning & Assessment Act

Executive Summary
This Report has been prepared upon Council’s request of 10 June, in order to propose supplementary amendments for the re-exhibition of the Draft Comprehensive LEP.
It is recommended that Council include in the second exhibition of the Draft LEP: (i) amendments to provide for an increased maximum size of neighbourhood shops and (ii) additional objectives for the Draft LEP to enhance the character of the Lane Cove municipality and its specific zones. It is not recommended that there be any change to the permissible floor space ratio standards. Council Report

Anyone may make a submission about the DLEP
"In accordance with s.66 (1) (b) (iii) of the Environmental Planning and Assessment Act 1979, these standard instrument, environmental planning instrument and s.117 directions substantially govern the content and operation of the draft local environmental plan and any submissions made pursuant to section 67 of that Act should be made having regard to that fact. Section 67 provides that any person may, during the period of the exhibition as advertised, make submissions in writing to the council with respect to the provisions of the draft local environmental plan publicly exhibited under section 66 (1) (b)."

Scape Scott Carver Pty Ltd has recently undertaken an assessment of 314 Burns Bay Road and has proposed a set of development controls for the site. Their report discussing the site is available for download.
