Background

Following previous consultation regarding other proposed Alcohol Prohibited Areas and Alcohol Free Zones, Council has identified two further areas which were resolved to be put on public exhibition to be declared as Alcohol Free Zones and associated Alcohol Prohibited Areas. Council proposes to declare Lane Cove Plaza and surrounds as well as parts of the St Leonards Central Business District as Alcohol Prohibited Areas and the adjacent streets as Alcohol Free Zones.

The restrictions are proposed to be implemented for the period from the 1st of August 2015 to the 31st July 2019 and have been proposed to ensure that the amenity of the locality is maintained and that members of the public are able to attend local parks and not be confronted or threatened by intoxicated persons.

Overview

Council is currently undertaking consultation to determine the community's views on this proposal which is made in accordance with the provisions of Section 632A and Section 644 of the Local Government Act, 1993.

Proposed Alcohol Prohibited Areas and Alcohol Free Zones

  • Lane Cove Plaza* (bounded by Longueville Road, Burns Bay Road, Birdwood Lane, Rosenthal Avenue) as Alcohol Prohibited Areas and the adjacent streets as Alcohol-Free Zones; and
  • St Leonards Central Business District (bounded by Oxley Street, Pacific Highway and Greenwich Road)  as Alcohol-Free Zones and the surrounding open space areas such as the unnamed park at the intersection of Pacific Highway and Canberra Avenue,  as an Alcohol Prohibited Areas.

*Restrictions apply to public areas only and do not affect the validity of licenses held by private businesses, including outdoor dining within the Alcohol Prohibited Area and Council Authorised events.

Written submissions will be received by Council until 5pm Wednesday 15 July 2015.

Council, at its meeting of 20 July 2015, resolved to declare the St Leonards Central Business District (bounded by Oxley Street, Pacific Highway and Greenwich Road) as Alcohol-Free Zones and the surrounding open space areas such as the unnamed park at the intersection of Pacific Highway and Canberra Avenue, as an Alcohol Prohibited Areas. Council also resolved to place no restrictions on the consuption or possession of alcohol in and around Lane Cove Plaza.
