Council undertook consultation to determine the community’s views on adopting the Draft Disability Inclusion Action Plan (DIAP). The Plan will be implemented over the next four years. It is based on the feedback from the community on ways to make Lane Cove more inclusive for people with disability and will be based on all of Council approach to implement the actions.

Implementation of Legislation to Manage Boat Trailer Parking

Lane Cove Council consulted with the community following legislative changes that grant councils the power to enforce boat trailer parking restrictions. The changes to the Impounding Act, 1993 have been developed to discourage the long-term parking of unattended registered boat trailers on public roads, often by people who do not live in the local area. By encouraging off-street storage of boat trailers, existing on-street parking spaces will become more available for local residents.

Fleming Street, Northwood Private Road Naming

Council consulted with the community on the Fleming Street, Northwood Private Road Naming.  Geographical Names Board have given pre-approval for the name Pendray Close. The name Pendray is after William Pendray who had a 20-acre orchard at Pendray Point, the original name for Northwood.

Traffic Changes for Lane Cove Village

Lane Cove Draft Innovate Reconciliation Action Plan

Proposed Partial Road Closure of Lithgow Street, St Leonards

Council consulted with the community on the proposed partial closure of the public road known as Lithgow Street, St Leonards. Under this proposal the north end of Lithgow Street will be closed to through traffic to facilitate the proposed St Leonards Plaza to be constructed over the rail corridor and Lithgow Street.

Proposed Lease of Lane Cove Bowling and Recreation Club

Proposed Closure of Pedestrian Laneway at 25-27 Longueville Road, Lane Cove

75-79 Lithgow Street / 84-90 Christie Street, St Leonards - LEP Planning Proposal, Draft DCP and Voluntary Planning Agreement

Proposed Financial Assistance Grant - Town Crier

At its meeting of 20 June 2016 Council resolved to give public notice of its intention to provide a financial assistance grant of up to $700 (incl. GST) to Mr Bill Wallace in accordance with Section 356 of the Local Government Act 1993 for the purpose of representing Lane Cove at the 2016 National Town Crier Championships.

Council undertook consultation relating to the Fleming Street Private Road Naming in accordance to the GNB’s NSW Addressing User Manual, (consistent with Australian Standard AS/NZS 4819:2011).

Little Lane Renaming

Council consulted with the community to propose the renaming of Little Lane given the impending increase in resident numbers in this area.  It is considered that rather than focus on one person out of six, the name Pottery Lane be chosen to commemorate the endeavours of all historical figures in the area.

Council’s Policy on Addressing

Council recently consulted with the community on a proposal to lease Community Land at Lots 2, 3, 4 & 6 in DP 858170, River Road, Lane Cove, being the Lane Cove Country Clubhouse to Lane Cove Country Club for the purpose of operating a Licensed Club.  The term of this proposed lease is for five (5) years.

LEP Planning Proposal 22 for 1-13A Marshall Avenue, St Leonards

Proposed Review of Lane Cove Ward Boundaries

Council consulted with the community to determine the level of support in relation to two (2) proposed options for altering the ward boundaries throughout the Local Government Area in order to ensure that voter numbers within each ward remain compliant with the Local Government Act and do not vary by greater than 10%.

Osborne Park Traffic Study

In response to frequent concerns raised in relation to traffic and parking issues in the Osborne Park/Gore Hill area of Lane Cove, Council commissioned a qualified consultant to undertake a suburb-wide study to determine the nature and extent of the traffic and parking problems in the area and offer detailed recommendations to alleviate these problems.

Draft DCP Amendment - 314 Burns Bay Road

Council consulted with the community in accordance with Clause 74C of the Environmental Planning and Assessment Act, 1979 on proposed amendments to the Development Control Plan 2010 (DCP). These amendments relate to site specific planning controls for the land zoned R4 High Density Residential at 296-314 Burns Bay Road.

Rosenthal Avenue Carpark Design Ideas Competition

Council sought to work with the community to create a new public space at the Rosenthal Avenue Car Park. The Rosenthal Avenue Car Park is located in the heart of Lane Cove and currently accommodates 176 surface level parking spaces. We want this well-located site to be more than just a grey parking space – it should be a vibrant, community-oriented space where residents, workers and visitors meet, socialise, eat, recreate and be entertained.

Draft St Leonards Public Domain Master Plan

Council has developed a vision for the revitalisation of the St Leonards commercial precinct which is reflected in the Draft Public Domain Master Plan for St Leonards. The Plan identifies ways to meet the present and future needs of the community by providing appropriate public domain spaces, facilities and services.

LEP Planning Proposal, Draft Development Control Plan and Draft Voluntary Planning Proposal for 472-520 Pacific Highway, St Leonards

Council consulted with the community in relation to draft plans for the site on the southern side of Pacific Highway in the St Leonards Centre.  The plans relate to a proposal for the revitalisation of the southern side of Pacific Highway in the St Leonards Centre with new residential/retail/commercial developments and public plazas in an enhanced pedestrian network.

Council undertook consultation relating to the naming of a new access road, community centre and park at 304 – 314 Burns Bay Road. This includes the readdressing of neighbouring properties.

Draft DCP Part R - Traffic, Transport and Parking        

  Council undertook consultation to determine the community’s views on proposed amendments to Development Control Plan 2010 to strengthen and consolidate the existing provisions and improve transport outcomes for new development in Lane Cove at a time of rapid growth.

Proposed Voluntary Planning Agreement - 150 Epping Road, Lane Cove

Council consulted with the community about a proposed Voluntary Planning Agreement (VPA) between Meriton Property Services Pty Ltd and Council for 150 Epping Road, Lane Cove which requires the dedication of land and a monetary contribution to Council to cover the cost of a number of public works and facilities including improvements to public infrastructure in the Lane Cove area.

Proposal for a Minimum Rate Variation

Council is considering a proposal to apply to the Independent Pricing and Regulatory Tribunal (IPART) for an increase in the minimum residential rate.  The purpose of the proposal is to ensure equity in sharing the rating burden.

DCP Amendment for Battle Axe Allotments

Council consulted with the community, in accordance with Clause 74C of the Environmental Planning & Assessment Act, on a proposal to amend the planning controls related to new Battle Axe block developments in the Lane Cove LGA, specifically in regards to site planning, access, storm water management, and subdivision.

Draft Street Tree Master Plan

Council developed a Draft Street Tree Master Plan to assist Council’s street tree planting program for the next 10 to 15 years which inlcudes overviews and descriptions of the landscape character within the LGA, planting guidlines, species listings, and street tree data sheets

Proposed Fitness Equipment for Bob Campbell Oval

Over the last few years Council has progressively identified appropriate locations for the installation of fitness equipment. A range of equipment offering a variety of challenges has already been installed at a number of locations and Council has now prepared a Fitness Layout Plan and 3D image for the selected style of fitness equipment proposed for Bob Campbell Oval.

Proposed Boarding House Inspection Program

Council proposes to implement a Boarding House Inspection Program which involves an initial inspection of all boarding houses in the LGA by 30 June 2014 and a further inspection if the boarding house changes owners.  An inspection fee will be included in Council's Fees and Charges and will be payable prior to all inspections being undertaken.

Proposed Amendments to the 2013-14 Fees and Charges

By resolution of Council at the Ordinary Council Meeting of 21 October 2013, amendments to Council's frees and charges have been proposed.  Specifically, the introduction of a fee structure for professional dog walking businesses and a new tree inspection fee.

Proposed Voluntary Planning Agreement 7-15 Centennial Ave and 92-96 Gordon Cres

Council received a proposal from HYECORP Property Group in which land at 15 Centennial Avenue would be transfered to Council to form part of the Stringybark Creek Reserve in return for transferring the floor space of this property to the adjacent development at 7-13 Centennial Avenue and 92-96 Gordon Crescent to provide 31 additional residential dwellings. Council would acquire 1530sqm of land in addition to a cash contribution of $175,000.

Proposed LEP & DCP Amendments for 266 Longueville Road, Lane Cove

This consultation focused on a proposal to amend the planning controls under the LEP 2009 and DCP 2010 for the western part of 266 Longueville Road, Lane Cove and to reclassify the land under the LEP from 'community' to 'operational' land. These amendments would permit seniors living/ retirement accommodation on a former bowling club site, in accordance with the Lane Cove Major Projects Plan 2007-2016.

 * Updated 31 July 2015 - The site has now been reclassified as Operational Land and rezoned.  The planning proposal was formally notified/gazetted by the State Government on 31 July 2015 with changes effective immediately.

Draft Lane Cove Bicycle Plan 2013

The Lane Cove Bicycle Plan is a comprehensive plan that aims to make cycling safer, easier and more attractive in Lane Cove and to allow for greater connectivity with surrounding bicycle paths.  Following a recently review Council sought the communities views on the revised draft plan which includes more detailed maps, a 5-year programme of works with route priorities and a delivery programme for new bicycle parking infrastructure within the Local Government Area.

Proposed New Neighborhood Park - 314 Burns Bay Road

Council is planning a new neighbourhood park at 314 Burns Bay Road to improve the quality of the existing open space on this site and complement the existing park facilities nearby. The park's neighbours and potential future users were consulted to obtain suggestions for the park and what facilities could be considered for inclusion.

Longueville Road Intersection Improvement Scheme

Council sought community feedback on a proposal to improve the intersection at Birdwood Avenue and Longueville Road.  A concept plan and accompanying illustrations of the Birdwood Avenue and Little Street intersections were exhibited to help community members understand the proposed scheme.

Policy on the Payment of Expenses and Provision of Facilities for Councillors

Lane Cove Council’s Policy for the Payment of Expenses and Provision of Facilities for Councillors has been developed to meet the requirements of the Division for Local Government’s guidelines on this policy and has been in force for many years. This policy was recently amended and community consultation undertaken to determine the community’s views on this amended policy.

Lane Cove Plaza Upgrade -Stage 2

The second phase of community consultation for this project sought the communities views on Concept Plans which identify the major components being considered, provide perspectives that provide a conceptual view of the proposals and offer some suggestions for the materials being considered for the shelters, balustrades, furniture and paving.

Draft Policy for Dog Walking Businesses

Council consulted with the community on a policy and registration system which requires commercial dog walkers to register with Council and comply with certain conditions in order to operate their business on public land.

Review of Tree Preservation Controls

Following a review of our current Tree Preservation Controls, in comparison to the controls used for nine comparable council's and the NSW Housing Code, Council is now proposing to amend its Tree Preservation Controls and implement a 6 – 12 month trial of a ‘fast track system’ for approval of trees that fit the specific categories.

DCP Amendement on Car Parking for Restaurants

Council consulted with the community on a proposal to change the parking rate for restaurants from 1 space per 4 seats to 1 space per 40m2 floor area, to match the general commercial rate.

Section 94 Works Schedule Amendment

Council consulted on a draft amendment to the Lane Cove Section 94 Contributions Plan. The purpose of the amendment is to update the Plan’s Works Schedule to reflect works which have been completed and works required for the growing population.

Marshall Precinct Draft DCP Amendment

From Friday 28 June 2013 to Friday 9 August 2013 Council consulted with the community on a draft amendment to the DCP that related to the portion of the St Leonards South known as the “Marshall Precinct” (which is the area bounded by the Pacific Highway, Marshall Avenue, the railway line and Berry Road).

Northwood Centre Proposed LEP Amendment

A Planning Proposal was submitted to Council by RPS Australia East Pty Ltd on behalf of EG Property Group for the redevelopment of the Northwood Centre (4 - 18 Northwood Road & 274 & 274A Longueville Road).  This consultation aimed to ascertain the community’s level of support for the proposed amendment which included an increase in building height and zoning to allow a mix of retail, shop top housing, parking and connections to adjoining bushland.

Draft Lane Cove River Coastal Zone Management Plan

The Draft Coastal Zone Management Plan (CZMP) was recently prepared by consultants, BMT WBM Pty Ltd, on behalf of Lane Cove, Hunters Hill, Ryde and Willoughby Councils. It sets out a range of actions and aims to achieve catchment management targets across the entire spectrum of biodiversity, water, land and community issue.

Council Plans 2013-2017 (Draft Budget / Fees and Charges / Operational Plan / Financial Plan / CSP)

This consultation aimed to determine the community's views on a range of proposed plans and actions for the next 4 years.  It included a range of Council’s draft plans including Delivery Program and Operational Plan (2013-17), Budget (2013-16), Fees and Charges (2013-14), Long Term Financial Plan and Community Strategic Plan.

LEP Amendment – Lane Cove Club (1-5 Birdwood Ave) - Zoning

Council consulted with the community, in accordance with Clause 57 of the Environmental Planning & Assessment Act, on a proposal to amend the LEP in relation to 1-5 Birdwood Avenue, Lane Cove.  The amendment only relates to the car park area of the Lane Cove Club and proposed to rezone the site from B2 Local Centre to B4 Mixed Use to provide more flexibility in the allocation of retail, commercial and/or residential uses. The scale (e.g. height and floor space) of development is not proposed to change.

New Playground and Fitness Equipment at Blackman Park

In 2009, Council adopted a Plan of Management and Master Plan for Blackman Park in 2009, wherein a new playground and fitness stations were express by the community as desired outcomes.  This consultation was carried out to seek feedback on the proposed installation this new equipment within the park, including suggestions on the type of equipment that could be considered.

Greenwich Shops Upgrade (Stage 3) - Wardrop Street

As part of Council’s Neighbourhood Shopping Centre Improvement Program a landscape concept plan was developed for the Greenwich Shopping Precinct, specifically the Wardrop Street area which was upgraded as the third and final stage of the precinct upgrade.   This consultation was undertaken to determine the community’s views on the design concept which aimed to create a pleasant and safe local streetscape and included highlighting existing natural rock crops, re-surfacing the verge, installing a new footpath and new bins, seats and bollards.

Sister City Policy

Council sought community feedback in relation to a draft policy developed in relation to Sister City relationships.  The policy aims to ensure that Sister City relationships are relevant and effective in delivering long term economic, cultural and social benefits for Lane Cove.

Beatrice Street Shopping Precinct Upgrade

As part of Council’s Neighbourhood Shopping Centre Improvement Program a landscape concept plan was developed for Beatrice Street Shopping Precinct located at the corner of Beatrice Street and Burns Bay Road, Lane Cove West.  This consultation was undertaken to determine the community’s views on this proposed first stage of the upgrade program for this precinct.
