In late 2012, the Mayor of Hu Zhou City in China contacted Council expressing an interest in establishing a formal Sister City relationship with Lane Cove. A Sister City is a cooperative agreement between towns or cities that supports and promotes each region's social, cultural and economic objectives.
Before Council could consider entering into a relationship with Hu Zhou City, a policy on Sister Cities needed to be adopted. Council developed a draft policy which aims to ensure that these relationships are relevant and effective in delivering long term economic, cultural and social benefits for Lane Cove. This policy clearly identifies Council's level of involvement in Sister City relationships and outlines the proposed procedure for the establishment of new Sister City relationships. Community consultation was undertaken to determine the community's views on this proposed policy. A number of responses were received which raised a variety of different concerns. These were outlined in a subsequent report to Council at its Ordinary Meeting of 15 April 2013. Amendments were made to the policy in light of these submissions to help mitigate the concerns raised and the policy was adopted by Council on 15 April 2013.

Council hosted a visit from the Mayor of Hu Zhou City and his delegation in October 2013. A component of the visit was the consideration of investment opportunities within the community and with local businesses, including potential funding for local schools.
The Sister Cities Policy will be reviewed in April 2014
