Council's Existing Lane Cove IHAP

Lane Cove’s Independent Hearing and Assessment Panel (LC IHAP) is a panel of appropriately qualified people independent of Council charged with determining a range of development applications on behalf of Council.

The LC IHAP will typically deal with approximately 12-20 of Council’s development applications per annum from a total of around 400. 95-97% of development applications will still be dealt with by staff under delegated authority.

Determinations are made as independent assessments consistent with the Local Environment Plan and Development Control Plans which have been adopted by the elected Council.

IHAP Meetings

Each meeting will include four members comprised of the permanent chairperson, The Hon David Lloyd QC, a rotating community member and two members who represent each of the expert fields of: architecture, urban design or planning and the environment. Meetings will be held in the Lane Cove Council Chambers.

The meeting format for the Panel will consist of an on site inspection, public panel meeting, with an open forum for interested persons and groups to hear and make submissions about the development proposal, a closed panel session for the panel to deliberate, and finally public announcement of the determination.

The determination will include a written response from the panel, similar to a court judgement, outlining the reasons for the decision.

The IHAP will meet as required on the first Tuesday of the month, commencing with an onsite inspections from 3pm. The public panel meeting and open forum will be held at the Lane Cove Civic Centre, 48 Longueville Rd Lane Cove.
