Background
As part of the amendments to the NSW Environmental Planning and Assessment Act 1979, a new schedule was adopted, entitled Schedule 1 Community Participation Requirements, which requires that all planning authorities prepare a Community Participation Plan specifying which authorities and functions are subject to requirements for community participation.
Proposal
The Draft Community Participation Plan (CPP) outlines how and when the community can participate in the planning system and the principles that Council will follow in undertaking community engagement activities and consultation for its relevant planning functions.
The intent of the Draft CPP is to provide a single document for the community that clearly sets out the mandatory and non-mandatory requirements for community participation, matters to have regard to in the preparation of plans, and other miscellaneous provisions such as publication and review.
The Draft CPP combines Council’s existing community engagement policies and procedures, and the public exhibition timeframes of the legislation for strategic planning and development assessment functions.
The Lane Cove Draft CPP has been prepared in accordance with NSW legislation, Department of Planning, Industry and Environment Guidelines, and Council’s existing Community Engagement Strategy and policies.
Submissions received during the public exhibition period will be collated and the issues raised will be addressed in a post-consultation report to Council. The adopted plan will be published on the NSW Planning Portal post exhibition.
