LGA-wide Section 7.11 Development Contributions Plan

Section 7.11 formerly known as Section 94 is a monetary contribution levied on developers at the development application stage to help pay for additional community facilities and/or infrastructure. Examples can include the provision of;

  • libraries
  • community facilities
  • open space
  • roads
  • drainage
  • provision of car parking in commercial areas

Rationale

The rationale for the contribution is based on the increased demand that new developments place on existing facilities and provides for expansion of facilities to cater for the demand.

St Leonards South Section 7.11 Development Contributions Plan

St Leonards South Precinct

As part of its plans for the St Leonards South precinct, Council prepared and exhibited a site-specific Section 7.11 Contributions Plan to provide local infrastructure required by these new developments. The Plan was prepared in accordance with the NSW Environmental Planning and Assessment (EP & A) Act, EP & A Regulation and amended as an 'IPART reviewed contributions plan'.

This plan was assessed by the Independent Pricing and Regulatory Tribunal (IPART), with Council amending the plan after receiving the Minister for Planning's requirements based on IPART's assessment. 

This revised St Leonards South Section 7.11 Contributions Plan was adopted by Council at its Ordinary meeting on 19 April 2022, and came into force on 20 April 2022 following notification on Council's website.
