St Leonards CBD - Development Applications
This page provides details of the proposed and approved Development Applications for St Leonards CBD.
This includes applications lodged with Lane Cove Council and State Significant Developments lodged through the Department of Planning and Environment.
The precinct is between the Pacific Highway, Lithgow Street and Oxley Street within St Leonards. (see below).

The first residents liaison meeting was held on 8 July 2025 5:00pm - 6:00pm.
The second residents liaison meeting was held on the 25th of September 2025 at the St Leonards Library.
Meeting updates 46-48 Nicholson Street, St Leonards
Council indicated that the Applicant was seeking an additional 4 storeys for the 46-48 Nicholson Street development based on a prior meeting held with the Applicant.
Council has since been made aware the Applicant has increased the additional portion to 6 storeys.
A State Significant Development SSD-56527976 was approved by Department of Planning for a building envelope which indicated a height of RL174.95m.

The current proposal indicates a maximum height of RL 194.3m on page 8 of the Scoping Report which can be accessed on 46-48 Nicholson Street Scoping Report
The proposed development would be 19.35m higher that the previously approved building height.
Housing Delivery Authority
The NSW Government has established the Housing Delivery Authority (HDA) to accelerate the delivery of housing.
The HDA leads a new streamlined state significant development pathway which includes concurrent rezoning processes.

Developments:
46-48 Nicholson Street, St Leonards - Nicholson Street Build-to-rent
Proposal Description: Concept proposal for a mixed-use Build-to-rent development consisting of a building envelope for a podium and tower up to RL 174.95 (31-storeys) with a maximum GFA of 34,500m2 for residential, commercial and retail uses. No physical works were proposed.
Status: State Significant Development Application approved envelope for 29 levels.
And,
Proposal Description: Demolition of existing structures and the removal of trees.
Status: DA 32/2025 was approved by the Lane Cove Planning Panel.
Modification Application: A modification application was lodged for DA 32/2025 to include the removal of neighboring trees for basement excavation.
Status: Reported to the Lane Cove Planning Panel with the recommendation of approval at their meeting on the 8/10/2025.
And,
Proposal Description: Basement excavation and the construction of a shoring wall.
Status: DA 110/2025 has been lodged with Council and is currently under assessment.
29-57 Christie Street, St Leonards
29-57 Christie Street, St Leonards
Proposal Description: A mixed-use development providing shop top housing and residential flat building 358 apartments, and 130-135 affordable apartments. The proposal also includes non-residential uses (hotel, serviced apartments, commercial premises, and community facilities), along with an active public space / domain to the ground plane. Includes a concurrent rezoning.
Status: The HDA did not declared SSD under the HDA pathway.
524-542 Pacific Highway, St Leonard - Telstra Exchange Site, St Leonards
Proposal Description: A mixed-use Build-to-rent development, comprising 282 dwellings (including 10 key worker housing units), 84 rooms for serviced apartment accommodation and ground level retail. The development would be 44 storeys.
Status: State Significant Development-35631707 Approved.
And,
Proposal Description: Modification Application for DA86/2020 to amend Condition 52 being the demolition noise condition.
Status: The Modification Application for DA86/2020 was refused by Council on 7 July 2025.
448-460 Pacific Highway, St Leonards - Carwash Site
Proposal Description: A mixed-use development comprised of 630 apartments, including 18% affordable housing, and commercial GFA in a 52-storey building.
Status: The HDA has declared the development State Significant.
58-64 Pacific Highway, St Leonards
Proposal Description: Construction of a mixed use development including commercial and residential. 150 apartments including 8% affordable housing, with commercial GFA in a 35-storey building.
Status: The HDA advised the Applicant to use the Transport Orientated Development (TOD) Accelerated Precinct SSD pathway as the correct development pathway for this application.
