Welcome to our Council Meeting wrap up for Lane Cove Council's Ordinary Meeting - 24 July 2025. 

The July meeting was the first meeting for Lane Cove Council’s new General Manager, Louise Kerr.

A summary of the meeting is included below – please refer to Council minutes for further detail:

  • Councillor Notice of Motion: There were give Notices of Motion from Councillors which included Canberra Avenue in St Leonards South; Cost shifting onto local government; Opportunities to enhance community consultation in Lane Cove; Dual Occupancy Subdivisions – community feedback; and Leadership in Child Safety – Working with Children Checks for elected Councillors. Please refer to the meeting minutes for the resolutions agreed to on these matters.
  • Our future plans: Council received an update on the review of the Lane Cove Environmental Plan focuses primarily on sustainability. The next steps in the process were outlined including the future request for Gateway Determination by the Department of Planning, Housing and Infrastructure. The outcome of the Section 7.11 Plan review for St Leonards South was also reported to Council with the General Manager now able to submit the contributions plan to IPART.
  • Council Facilities: The proposed Lease for Lane Cove Sport & Recreation Centre Operation and Management will now be placed on Public Exhibition. Council delegated authority to the General Manager to finalise the Lease if no submissions are received or refer it back to Council if there are submissions. The General Manager can also approve Annual Reporting Plans prepared by the Lessee and negotiate variations to the Annual Reporting Plans under delegation. Council also received a report back in relation to the Aquatic Centre which, among a number of other collaboration measures, includes a commitment to partner with the operator to open the outdoor pool for full-day access during September, at the operator’s cost. This pilot will be used to assess whether September usage supports continued or expanded winter operations which may need to be funded by Council.
  • Community feedback: Council received feedback on the consultation outcomes for the Advisory Committee Membership call-out, Payment of Expenses and Provision of Facilities to Councillors Policy as well as the Pedestrian Plaza and Public Space Policy. Following this meeting the Draft Code of Meeting Practice and Code of Conduct will be placed on exhibition – as both documents remain unchanged and further consultation being required when the Office of Local Government (OLG) release the new Model Code of Meeting Practice and new Councillor Conduct Framework, Council has resolved to undertake the current community consultation for a period of two (2) weeks.
