IPART Seeks Feedback on St Leonards South Precinct

The St Leonards South Precinct (SLSP) is undergoing major transformation, with new high-rise residential buildings under construction and more to come.

To ensure essential local infrastructure keeps pace with this growth, Lane Cove Council has developed a Section 7.11 Developer Contributions Plan. This plan enables Council to fund critical infrastructure including:

  • transport, road and pedestrian connections
  • stormwater improvements
  • new and upgraded open spaces, including a proposed park on Park Road
  • community spaces within new residential buildings
  • cycling links and green spines through the precinct.

What is the Contributions Plan?

Under the plan, developers are required to contribute funds when constructing residential dwellings in the precinct. These funds allow Council to deliver the infrastructure needed to support the growing population. In July 2025, Council submitted an updated 2025 Development Contributions Plan to the Independent Pricing and Regulatory Tribunal (IPART) for review.

On 26 August 2025, IPART released its Draft Report, which:

  • found the proposed infrastructure to be essential and reasonable
  • recommended updates to reflect land acquisition and project indexation
  • noted that proposed contribution rates have increased by around 19% since 2021, primarily due to land acquisition and rising construction costs
  • confirmed that contribution rates remain below the average of other plans IPART has assessed.

IPART is now inviting community and stakeholder feedback on the Draft Report and proposed contribution rates.

Following consultation, IPART will provide its final assessment and recommendations to the Minister for Planning and Public Spaces. Once approved, Council will adopt the plan and apply the updated contribution rates within the St Leonards South Precinct.
